Board renews Medicaid school‑based services agreement with Oklahoma State Department of Education and PCG

Union Public Schools approved a renewal agreement with the Oklahoma State Department of Education (OSDE) and Public Consulting Group Inc. (PCG) to continue participation in Medicaid school‑based health services programs, including the Medicaid fee‑for‑service program and Medicaid administrative claiming (MAC) activities.
Staff said the agreement supports the district’s ability to claim Medicaid reimbursements for eligible services on student individualized education programs (IEPs). Presentation materials noted the district received roughly $270,000 in MAC reimbursements over the past two years and more than $830,000 in Medicaid reimbursement since 2022.
The board authorized blanket purchase orders in the amounts described in the agenda memo: $60,000 to the Oklahoma Health Care Authority and $25,000 to PCG, and authorized the board president, superintendent or designee to execute the contract. Trustees approved the agreement by voice vote; all recorded voting members voted yes.
During discussion, staff noted limitations on billing: because Oklahoma has not expanded Medicaid, the district can bill only for services listed on students’ IEPs and that expansion of covered services has been limited.
