Bridal Paul, CEO of the Vanderburgh Humane Society and a member of the Evansville Animal Care and Control Commission, told council the changes "do not in any way put additional cats or animals back out onto the street" and that the amendments are intended to reduce the outdoor feline population over time. The ordinance was adopted by roll call 9–0.
Appropriation ordinance tabled: Ordinance F-2025-10 (amendments to appropriations and fund reassignments) was moved, and council voted to table it. Staff said the item will return to the agenda on Sept. 8 for further review.
Rezoning measures: The council approved four separate rezoning ordinances forwarded with recommendations from the Area Plan Commission. The APC gave unanimous recommendations on each item, typically with conditions limiting density by filing a Unified Development Commitment (UDC) to cap units or prohibit certain disfavored uses. The specific outcomes:
- R-2025-19 (642 Benninghoff Ave.): Rezoned to R-3 to legalize an existing four-unit multi-family building; APC required a UDC limiting the building to a maximum of four units; adopted by roll call 9–0.
- R-2025-20 (2230 W. Maryland St.): Rezoned to R-2 to continue single-family residential use consistent with the city's future land-use map; adopted by roll call 9–0.
- R-2025-21 (1922 W. Indiana St.): Rezoned with a UDC limiting the site to four units after staff found multiple legal nonconforming units in the existing structures; adopted by roll call 9–0.
- R-2025-22 (1701 N. Heidelbach Ave.): Large former industrial/warehouse site approved for rezoning to C-2 with an attached UDC prohibiting certain disfavored uses in the Evansville Promise neighborhood; the APC noted the request aligns with a recent Jacobsville master plan encouraging mixed-use and higher-density infill; adopted by roll call 9–0.
Consent and other items: The consent agenda (including an ordinance creating Chapter 8.45 on virtual currency kiosks) was approved earlier in the meeting. The council also acknowledged committee reports from the Area Plan Commission that summarized the conditions attached to several rezoning approvals.
Why it matters: The rezoning approvals allow property owners and developers to regularize or pursue redevelopment plans that APC staff said are consistent with either the comprehensive plan or recent area-specific master plans. The animal-control changes aim to standardize TNR practices and provide legal clarity for animal-welfare operations.
