At the Aug. 6, 2025 meeting the Board of Sanitary Commissioners approved Resolution 2025-10 to enter an interlocal agreement with the City of Moline, Illinois, to purchase two 2019 CNG Peterbilt refuse trucks at $61,000 each.
Rick Conrad, district administrator, told commissioners the district relies on compressed natural gas (CNG) vehicles that are hard to replace: "the city of Moline in Illinois that was actually selling some of their, call it lightly used, CNG trash trucks. These are, both of these vehicles that we're, looking at purchasing through this interlocal agreement are from 2019. They would both be for the price of $61,000" and that district mechanics inspected the trucks and found them suitable.
Commissioner Overton asked how the price compared to new vehicles; a board member replied a new truck costs about $540,000, making the Moline offer "an amazing deal." Commissioners praised staff for finding the opportunity and moved to approve the interlocal agreement. The motion passed with those present voting in favor.
The agreement allows the district to directly purchase the two Peterbilt units rather than procuring new equipment at full cost. The board did not detail funding sources during the discussion; Conrad and others noted the difficulty and lead time for replacing CNG vehicles in normal procurement channels.
