Hammond code board enters demolition order for 642 Spruce, holds recording; rescinds or schedules status for several properties

The Hammond Board of Public Works & Safety on Sept. 18 took several property-enforcement actions: it entered a demolition order for 642 Spruce Street but agreed to withhold recording for two weeks and set a status hearing; approved rescinding a demolition order for 607 State Street after exterior repairs; and noted satisfactory progress on 251 Detroit with a forthcoming rescind order. The board also discussed the status of 51 Webb after the transcript shows the property was redeemed by a third party.
For 642 Spruce Street, staff said a contractor is prepared to repair the flat roof and garage but progress since March had been limited and a large tarp remained; the property met the unsafe-building definition under the unsafe-building act and notice had been provided. Staff requested the demolition order be entered but not recorded and to set a status hearing in two weeks; the board affirmed the order as presented, agreed not to record it immediately and set a status for Oct. 2, 2025.
On 607 State Street, the board heard from staff and from an individual (Mr. Garros) who said exterior work was complete and interior work was underway; staff recommended removing the property from the demolition list and the board approved rescinding the demolition order.
Regarding 251 Detroit, staff reported sustained progress by the owner identified in the transcript as Ms. Delapaz, including painting and window replacement. Staff said it will present an order to rescind within a week or two and no action was required at the hearing.
At 51 Webb, a tax-certificate purchaser, Mr. Abdullah, appeared. Staff said the redemption cut-off was Sept. 10 and that someone had redeemed the property. Staff will research ownership transfers, issue notice to the former owner if needed, and keep the Oct. 23 status date on the calendar to follow up on ownership and demolition status.
