The Boone County Drainage Board voted unanimously by voice to approve several routine and development items during a meeting that included staff presentations from the surveyor’s office and outside engineering consultants.
Board members first approved the minutes for the July meeting and then approved an order to partially vacate the Upper Small regulated legal drain near County Road 300, adjacent to the future Liberty Village subdivision. Carol from the surveyor’s office told the board that Kathy had prepared the order for signature and that the item was “rolling today.” The board approved the partial vacation by voice vote.
The board also approved site plans for two development projects. Carrie Daley of Christopher Burke Engineering recommended approval of the Gerber Collision auto-repair site, a 1.7-acre lot adjacent to an existing Tractor Supply in the Crosby and Whitestown development. Daley said, “We’ve been through the project plans and all the calculations. Feel like the project meets the requirements of the stormwater ordinance and standards.” The plans include on-site storm sewers connecting to an existing trunk line and a stormwater treatment device to capture spills from the facility, which the presenter said qualifies as a hot spot under the county’s stormwater rules.
The board approved Bridal Oaks South Section 1, a portion of a larger subdivision. The surveyor’s office described Section 1 as roughly 42 lots on about 20 acres (the full Bridal Oaks South buildout was described as about 120 lots on 52 acres). The plans for Section 1 include two stormwater detention basins and connections to a previously designed storm sewer system for the development.
The surveyor’s office also presented a petition from Bridal Partners LLC to establish a storm sewer in Bridal Oaks South as a legal drain and to make that drain part of the existing Bridal Oaks Watershed. The office’s report recommended establishing the Bridal Oaks South legal drain, classifying it as an urban drain, and adding it to the Bridal Oaks watershed. The presentation said the petitioner agreed to pay all construction costs and would be required to provide a three-year maintenance bond or an irrevocable letter of credit after installation. The board approved the establishment of the legal drain and its inclusion in the Bridal Oaks watershed by voice vote.

Each of the actions above was approved by voice vote; the transcript records the board voice votes (aye/opposed) but does not include roll-call tallies or individual member vote names.
Background and context The surveyor’s office noted that the Bridal Oaks Watershed was previously established on 10/19/2020 and that assessment for the watershed is set at $100 per lot; the Bridal Oaks South subdivision’s lots will continue paying into the existing maintenance funds described in the report. The surveyor’s office recommended classifying the new Bridal Oaks South drain as an urban drain and incorporating it into the established watershed for maintenance and assessment purposes.
What’s next Signed orders and signature pages were noted as on hand for the partial vacation item. The petitioner for the Bridal Oaks South drain will be responsible for construction costs and for providing the required maintenance bond or irrevocable letter of credit after installation.
