Commissioners approve $350,000 commitment to Birds Eye water project to help cash flow

Dubois County commissioners voted to forward $350,000 to the Birds Eye community to assist cash flow for a planned water distribution project after staff reported the small community expects construction bids by late February and will still borrow $200,000 for the work.
Sandy, speaking for county staff, said she had spoken with Jess McCondra of Region 15, who told the county Birds Eye intends to go to bid by Feb. 28 and begin construction in the spring. "They're a small community, not a lot of cash flow. So if we give them this at the end of the year, then they can start using that rather than borrowing right away," Sandy said.
A commissioner moved to forward $350,000 to Birds Eye before the end of the year; the motion was seconded and carried by voice vote. Commissioners said the county’s commitment would aid the project’s cash flow while Birds Eye pursues construction financing.
County staff said Birds Eye will still borrow about $200,000 toward the project but that the county’s payment would prevent the small community from taking on additional short-term borrowing to maintain construction momentum.
The county will coordinate disbursement timing with Region 15 and Birds Eye.
