Votes at a glance: Lapeer City Commission approves bills, contracts, pavilion and two appointments

- Bill listing: Commissioner Brady moved to approve the bill listing for 08/18/2025 in the amount of $4,968,479.09; the motion was supported and carried by roll call.

- Election storage bid and budget amendment: The commission approved a bid from DH Rentals and Rehabs LLC for construction of an election storage room "in the amount not to exceed $5,479.68" and approved the corresponding FY 2025‑26 budget amendment. Commissioner Brady made the motion; Commissioner Swindell supported it; the motion carried.

- Wastewater Treatment Plant (WWTP) boilers: The commission approved a contract with Johnson and Wood Mechanical Contractor for demolition and disposal of existing boilers and installation of two new boilers at the WWTP "for an amount not to exceed $205,540," and also approved a semi‑annual HVAC maintenance and service contract with the same firm "for an amount not to exceed $4,071." The motion was made by Commissioner Swindell and supported by Commissioner Glisman; the vote passed.

- Community Center pavilion: The commission approved a quote from Timberquest Construction Company for a 20‑by‑30 foot pavilion at the Lapeer Community Center and authorized the Parks, Recreation and Cemetery director to execute the agreement. The motion was made by Commissioner Brady and supported by Commissioner Swindell; commissioners asked whether the contractor could complete the work before winter and were told mid‑ to late‑September was possible; the motion carried.

- Appointments: Brody Campbell was appointed to the Economic Development/ TIFA Brownfield Redevelopment Authority through March 1, 2031. Andrew Harrington was reappointed to the Local Development Finance Authority through Aug. 1, 2027. Both motions were moved and supported and carried by voice vote.

Several items generated brief discussion (for example, the election storage item was explained as a reconfiguration to create locked storage and privacy for HR files after staff changes), but the commission’s votes approved contracts and appointments without amendments. The commission did not approve construction funding for the Genesee Street design at this meeting; that item was considered separately and the commission authorized staff to pursue design work.
