Lapeer approves Oakdale trail extension amid community backing and funding mix

The Lapeer City Commission on Aug. 4 approved TrailSense LLC’s proposal to build the Oakdale Trail Extension for an amount not to exceed $65,000 and authorized the director of parks, recreation and cemetery to execute the agreement. The motion was made by Commissioner Richard Swindell and supported by Commissioner Joshua Atwood.

The decision follows a robust public comment period in which local business owners, volunteers and residents urged the commission to back the expansion for economic and recreational reasons. Chris Turner, owner of Craig’s Cycle and Fitness, said the extension “will boost the usage of past, present, and bring future riders to check out our city and what we have to offer.” Jason Bullard, a longtime volunteer, told commissioners, “I urge you to vote yes and keep that excitement going soon.”

Commissioners and staff described the project funding as a mix of sources: a $40,000 contribution from the city’s TIF/TIFRA funds and a $25,000 donation from Crane for a Cause, leaving the city to authorize the TrailSense contract for up to $65,000. Staff told the commission they had sought multiple bids: the city issued a request for proposals to six trail firms, received three responses and selected TrailSense because other respondents either could not meet timeline needs or declined. Staff said records of that outreach are on file.

Commissioner Mary Brady used the discussion to press for an updated nonmotorized/master plan, noting the current plan dates from 2012 and that an updated plan would help prioritize funding and connections across the city. City staff said they have applied for a grant to update the master plan and nonmotorized plan.

Volunteers who maintain the Oakdale trails were frequently cited during the meeting. Jason Bullard described the volunteer labor that keeps the trails usable and urged continued city partnership: “When you vote, you’re not just voting for the trail extension… you’re partnering with the community.” Several residents said the trail system attracts visitors who spend at local businesses.

The motion passed on a roll call vote and the commission authorized staff to finalize the agreement with TrailSense LLC. Staff and commissioners said TrailSense has performed prior trail work in Lapeer and that, if needed, the commission could return to the TIF board to request additional funds.

Planning and next steps: staff will work with the parks director to prepare the contract and with TrailSense on construction sequencing. Commissioners said they expect continued volunteer collaboration and public outreach as construction proceeds.
