APC approves minor subdivision sketches for 3 Meadows (S52843) and Walker Miner (S5283) with conditions

The Tippecanoe County Area Plan Commission on Aug. 6 granted conditional primary approval to two minor subdivision petitions: S52843 (3 Meadows Subdivision, Section 2, replat of Outlot 12) and S5283 (Walker Miner Subdivision, minor sketch). Both items were approved by unanimous white ballot during the commission’s public hearing.
3 Meadows (S52843)
APC staff presented a sketch showing Outlot 12 and the proposed new lot. Staff said the corner parcel had previously been in floodplain but was certified out, allowing creation of a single house lot while leaving the remainder as the outlot. Staff noted eight conditions of approval, all standard except condition 7: the outlot had been transferred from the homeowners association to the Kovich family to allow the new lot; after final plat recording, ownership of the remaining outlot must be transferred back to the HOA. Staff recommended conditional primary approval.
Kyle Betts of Chastain and Associates spoke for the petitioner, representing Mr. Kovich, and said the petitioner agreed with staff conditions and requested approval.
The motion to hear and vote on S52843 carried on a unanimous white ballot.
Walker Miner (S5283)
Staff described the Walker Miner property as located north of Union on or near Greenwich Road; the parcel is currently zoned R1 (single‑family) and contains two existing houses. The petitioner proposed to create three lots — one for each existing house and a third new lot — and said a future rezoning for lot 1 to R1T or R3 was anticipated (R1T would permit townhouses; R3 would permit a fourplex). Staff identified four conditions of approval and recommended conditional primary approval.
Aaron Walker, listed on the record at 3740 Poland Hill Road, spoke briefly as the petitioner. Neighbor Renee Costanza, of 901 Eastwick Drive, opposed or raised concerns during public comment about infrastructure and neighborhood impacts, including utilities, traffic on Union Street, and the loss of a mature tree. Staff and commissioners explained that subdivision review focuses on the technical platting requirements and that utilities and traffic are addressed by other departments and by the future rezoning public hearing, which would provide another opportunity for public comment.
The commission approved S5283 on the condition that staff receive the required mailing notifications and that the application be notarized prior to finalization.
Ending: Both sketch approvals were conditional primary approvals subject to staff conditions; staff will proceed with final plat requirements and notify petitioners of the conditions.
