Planning commission forwards annexation/rezoning inquiry; staff outlines sewer and water constraints

The Trousdale County Planning Commission voted to forward a request that combines an annexation inquiry and a rezoning request affecting property that is partly M-1 and partly R-2. The commission recommended the item be sent to the county’s governing body for further review.

Applicant representatives (Jeremy and Jordan Barnes; Chelsea Anderson spoke for the group) said they purchased the lot with the intent to develop houses and asked that the M-1 portion be rezoned to R-2. Rosalie, planning staff, reported there are existing sewer lines near Herod Lane and along Cemetery Road and that water lines and fire hydrants are available in parts of the area. She said Tony Crook, the water superintendent, confirmed where the sewer ends and where water and hydrants exist.

Rosalie and Commissioner Amanda explained the annexation process: this annexation is an owner-initiated request and, if forwarded and approved by the governing body, it would require a plan of services. The plan of services would be prepared by staff and the topic would return to the planning commission for additional public hearings and rezoning consideration tied to that plan of services.

Commission discussion emphasized the procedural sequence: Rosalie said, "This is an by owner request... If this passes through this body tonight, a plan of services will need to be created, for consideration up to the governing body." Commissioners debated whether a later county commission action could preclude the planning commission's later role; staff said legal counsel input may be needed to clarify process history.

The commission voted to forward the request with a favorable recommendation. The county commission will consider annexation and rezoning; if approved the item will return to planning commission for plan-of-services hearings and final zoning/site-plan review.
