Planning Commission backs rezoning on Highway 10 to allow truck/equipment storage

The Trousdale County Planning Commission voted to send a rezoning request for 5.72 acres on Highway 10 to the county commission with a favorable recommendation.
Applicant David Moreland told the commission he cleaned the property and plans to use it as a yard to park trucks and equipment, and that his walk-in office is located near Charleston Pharmacy. "I'm needing to lay down yard, depart trucks, equipment, that kind of thing," Moreland said. He confirmed the area he intends to use will be built up to sit out of the floodplain and that he will obtain a certificate of elevation.
Rosalie, a planning staff member, reviewed the packet map and explained the request is a rezoning from A-1 (agricultural) to C-1 (commercial). She told commissioners that because the site sits in a flood zone the applicant may raise the pad and obtain a certificate of elevation; she emphasized that rezoning itself does not authorize construction or parking without subsequent review. "This is just a rezoning. So, anytime that he would want to build something there, he would have to come back and get a building permit," Rosalie said. She added that a commercial site plan would be required if the applicant later proposed parking trucks there.
Commission action and next steps: Commissioner Amanda moved to forward the request with a favorable recommendation; Cal seconded and the motion passed. Rosalie told Moreland the county commission will take the final vote at its meeting later this month and suggested he attend the county work session and the full commission meeting to answer questions.
Why it matters: Rezoning would change allowed uses on the parcel and requires later site-plan review to address floodplain elevation, parking layout and other commercial-site standards. The county staff emphasized that the elevation certificate and a future site plan are required prior to any development or formal truck yard use.
The commission did not take up site-plan approval tonight; it only voted to forward the rezoning recommendation to the county commission.
