Mobile County Commission approves routine contracts, bids and appropriations; $54.2 million Government Plaza annex renovation on agenda

The Mobile County Commission on Aug. 11 approved a broad consent agenda covering routine claims, contracts, bid awards, appropriations, and contract amendments.

County Administrator Eddie Kerr opened the consent‑agenda portion of the meeting and presented 52 numbered items that commissioners approved largely by motion and second. Items included contract awards, contract amendments, appropriations from district education funds, and authorizations to advertise for bids.

Notable approvals on the agenda included:

- Award of a contract to Rogers and Willard for Government Plaza Annex renovations to the probate judge’s office and library in the amount of $54,208,282 (agenda item 24).

- Award of a contract to Blade Construction for the Bayfront Park boardwalk in the amount of $1,023,973 (item 19).

- Award of a contract to Persons Services Corporation for an extension of an effluent force main in the amount of $2,528,753 (item 22), and a separate Persons Services award for new parking lot lighting at 8 Mile Shopping Center in the amount of $214,751 (item 8).

- Approval of a Home Agreement with Camellia Square in an amount of up to $1,500,000 for a 56‑unit senior housing development in conjunction with Alabama Housing Finance Authority tax credits (item 25).

- Contract amendments and change orders including a decrease of $50,000 to Acme Roofing and Sheet Metal Company for roof replacements (item 11); a net decrease of $21,278.78 to Vision Security Technologies for Public Works camera system upgrades (item 10); and change order number 2 reducing a Northwest Satsuma water and sewer contract by $55,666.64 (item 20).

The commission also approved smaller appropriations from district education funds and sponsorship agreements, including a $3,500 appropriation for Satsuma City Schools (item 12), $3,500 for Trinity Gardens Community Civic Club (item 13), $4,000 to Victory Health Partners (item 14), and $16,200 to the Board of School Commissioners of Mobile County for pea gravel at Castlehill Elementary School (item 15). The commission approved a $5,000 assistance appropriation to the city of Citronelle for football uniforms for Rosa Lott Middle School at the mayor’s request (item 16).

Several items authorized advertising and receiving bids for roadway and drainage projects, awarded roadway safety work to Ozark Striping for $286,438.51 (item 50), and authorized nonreimbursable utility relocation agreements with Spire Gulf and Alabama Power for right‑of‑way relocations with no cost to the county (items 39 and 40).

Most agenda items were recorded in the transcript as “So moved” and “Second,” and the clerk recorded approval for each. Where the transcript did not name who moved or seconded, the meeting record shows the item was approved by majority vote.
