Board of Examiners approves vehicle purchases, debt write-offs, contracts and other routine items

At its Sept. 9, 2025 meeting, the State of Nevada Board of Examiners approved multiple procurement and financial items including vehicle purchases, a bad-debt designation and dozens of contracts and leases. Several informational reports were presented; no policy changes were adopted.
The State of Nevada Board of Examiners voted on a series of procurement and fiscal items at its Sept. 9 meeting in Carson City and Las Vegas, approving vehicle purchases, designating bad debt for write-off, and endorsing dozens of contracts and leases.
The board approved a request from the Department of Administration Fleet Services to purchase 274 vehicles for a total amount not to exceed $13,131,324. The Board also approved separate vehicle purchases for other state agencies: Nevada Department of Wildlife (9 vehicles, not to exceed $408,316), Colorado River Commission (1 vehicle, not to exceed $62,540), State Department of Agriculture (2 vehicles, not to exceed $205,746), Division of Forestry (6 vehicles, not to exceed $2,591,170) and Division of State Parks (71 vehicles, not to exceed $5,276,809). Robbie Burgess, administrator for fleet service, told the board the larger order of 274 vehicles will be purchased across licensed Nevada dealerships, including Reno, Carson City, Sparks and Las Vegas.
The board recommended that the Interim Finance Committee allocate $1,324,056 from the contingency account to the Division of Forestry to cover the cost of three wildland fire engines. The board approved the recommendation by voice vote.
On financial housekeeping, the Office of the State Controller asked the board to designate $16,068,083.85 of accounts receivable (9,082 accounts) as bad debt to be written off; the board approved the designation. The board also approved allocations for salary adjustments the Governor's Finance Office presented under the 2023 legislative appropriation (Assembly Bill 522), totaling $8,813,932 for items a and b and $8,961 for an item described as a plan to encourage continuity of service.
The board approved 13 proposed leases, 45 contracts, and six master service agreements presented at the meeting. The clerk of the board of contracts reported 57 contracts within the $10,000–$99,999 threshold that had been approved administratively for the July 16–Aug. 12, 2025 period; that item was informational.
Several items were informational only: reconciled fund-balance figures presented by the Governor's Finance Office (including balances for the tort claim, statutory contingency, disaster relief and other accounts), the statewide quarterly overtime report for FY2025 Q4, and a quarterly report from the Division of State Lands under the Tahoe Basin Act program.
No substantive policy changes or new regulations were adopted at the meeting; item 7 (post-state administrative manual changes) had been withdrawn because the 30-day posting requirement could not be met. All formal motions recorded at the meeting passed by voice vote with no recorded dissents.
