School finance staff recommend leveling employee insurance premiums; board approves recommendation

District finance staff recommended Monday that Lincoln County move to a single-premium approach across employee health plans, reducing the number of plan price tiers used for certified and noncertified employees.
The finance director told the board the district currently maintains dozens of premium plans and has historically budgeted a 10% buffer to cover premium increases; after analysis through June 30, 2025, staff recommended consolidating plans to level premiums across employee categories. The director said the district expects the change to cost about $75,000 and that money is available within current budgets and buffers.
"It's not gonna make anything more expensive on the employee," a district presenter said, adding the change should "level the playing field" for employees who currently pay different premiums for similar coverage.
Board members discussed implementation timing and possible enrollment changes that could alter exact costs. The presenter said enrollment fluctuates annually; staff reported about 65'70 new enrollments among employees since the June report but said that turnover could offset those numbers.
After discussion, the board voted to approve the recommendation to implement the premium-alignment approach for the 2026 plan year.
The district will monitor enrollment and premium changes and report results at a future meeting.
