County approves revised mitigation payment for Elmwood Farm Section D development

The Board of County Commissioners approved a revised mitigation proposal on Tuesday for the final section of the Elmwood Farm subdivision.
Jill Baker, director of planning and zoning, explained the history: the subdivision received preliminary plat approval in February 2005, which made later sections eligible for a previously established alternate mitigation approach tied to the 2005 APFO rules. The developer returned on April 15 seeking a mitigation plan based on an older alternate contribution amount of roughly $3,345.30 per lot; the board asked the developer and staff to negotiate a higher and more recent mitigation package.
Developer representative William C. Wants told commissioners the new proposal would provide a monetary contribution of $5,000 per lot for Section D, which contains 19 lots and lies in Fountain Rock Elementary, Springfield Middle and Williamsport High school districts. "This development meets that criteria because the preliminary plat was approved by the Washington County Planning Commission on 02/07/2005," Wants said, describing why the subdivision qualified for consideration under the older APFO standard.
Commissioners sought clarification about whether the $5,000 was in addition to current APFO fees and excise taxes or was intended to replace the prior alternate payment. County staff and the developer clarified on the record that the approved plan replaces the earlier alternate contribution and sets the contribution at $5,000 per lot (not in addition to the separate excise taxes), for an approximate total of $95,000.
The board voted to approve the mitigation plan as clarified; the motion passed by voice vote with a 5‑0 tally. The developer and staff noted the payment would be made on a per‑lot basis as required and that the project remains subject to standard permitting and excise‑tax requirements.
