Trustee Ben (first name used in the transcript) presented research on interpretation options and recommended pursuing the state contract managed by the New York State Office of Language Access. Ben told trustees the state contract allows municipalities to become authorized users and to request quotes from approved vendors; he said the arrangement is generally pay-as-you-go and does not require an upfront subscription fee. He identified LanguageLine Solutions as one vendor used by Saratoga County and the New York State Department of Health and cited other commercial products and apps (Pocketalk Plus, Boost Lingo, Convey 911) as alternatives that vary in cost and compliance.
Ben said advantages of the state contract include not-to-exceed pricing, vendor oversight and availability of vendor apps that can speed connections and track usage. He noted some consumer translation apps, such as Google Translate, have limitations for legal or enforcement situations and that courts have rejected those tools as adequate for certain official purposes.
After discussion, a trustee moved to "complete and submit the form to make the Village of Ballston Spa an authorized user for interpretation services with the New York State Office of Language Access." The motion passed with the board voting "Aye"; no roll-call tally was recorded in the minutes.
Residents urged the board to proceed. Kristen (24 Chapman Street) said the village has many immigrants and that interpretation services would protect residents and first responders. Trustee and staff discussion noted that once authorized the village would not be committed to purchases until it issued specific purchase orders and that per-minute pay-as-you-go pricing makes the state contract feasible for low-usage municipalities.
Trustees instructed staff to complete the authorization paperwork and to check whether the village is already listed as an authorized user, and they discussed next steps for requesting quotes and establishing an administrative purchase order for future use.
