Community corrections wins new collection MOU and reduced electronic-monitoring costs

Hamilton County's community corrections office presented three items Aug. 25 and received board approval for each: a memorandum of understanding to use the TREX tax-refund offset system, a new electronic-monitoring services agreement at reduced cost, and a lower-cost extended-warranty and support contract for monitoring equipment.
Community corrections director (presenting) said the TREX MOU with the Indiana Department of Revenue's refund-exchange system will allow the county to secure owed funds from individuals who no longer are under supervision by offsetting state tax refunds. Presenters said TREX charges a 10% collection fee and does not report delinquent debts to credit bureaus; the county previously had no collections vendor since March 2023. The board approved the TREX MOU.
The office also sought approval of an electronic-monitoring service agreement; presenters said recent negotiations reduced monitoring costs by about $3,000 compared with prior terms and that the agency owns roughly 150 monitoring units under rental agreements, with capacity to add more units as courts request. The board approved the service agreement.
Finally, community corrections requested approval of an extended-warranty and support-services agreement for the county-owned monitoring equipment. Staff said the typical annual maintenance previously cost more than $106,000; after negotiations the new agreement costs approximately $18,000 and expands vendor services. The board approved that agreement as well.
All three community-corrections items were approved in open session after staff answered board questions about capacity and negotiation outcomes.
