County considers quitclaim of former ITD right‑of‑way to adjacent owners

Pat Braden of the county Prosecuting Attorney’s Division presented a proposal Aug. 26 to quitclaim any county interest in a roughly 1.6‑acre strip formerly held as Highway 95 right‑of‑way to the adjacent parcel owners who have requested consolidation.
Braden said the Idaho Transportation Department released its claim on the strip to the adjacent owners and that a subsequent title search showed the county’s name in the chain of title. To avoid a potential quiet‑title action, Braden has drafted a deed to convey any county interest to the adjoining property owners, allowing them to consolidate parcels under county rules.
Braden described the location as commercially zoned, noted an existing bike trail runs within the former ITD right‑of‑way, and said county staff do not expect the quitclaim to interfere with public access. He invited comments from the property owners’ representative, Stephanie Blaylock, who was present. Commissioners asked clarifying questions; no formal vote was taken and no conveyance was executed at the meeting.
