The Garland Plan Commission voted unanimously Aug. 25 to close the public hearing and recommend denial of a specific-use provision that would allow fuel pumps and a convenience store at 730 West Centerville Road.
Staff told the commission the 0.69-acre site, formerly a Boston Market that was demolished, lies in a Community Retail base zone within Plan Development District 805 and is designated by the comprehensive plan for neighborhood centers. Staff recommended denial because there are six existing gas stations within one mile of the site and the area offers opportunities for "diverse retail." The city mailed 125 notices and received five responses, all in opposition.
Jeff Tucker, real estate manager for Murphy USA, told commissioners the company operates about 1,600 stores across 25 states and emphasized corporate training, interior and exterior cameras, a "good neighbor plan" for loitering and litter control, and cooperation with local law enforcement. Tucker said the store design would rely on existing traffic patterns along Centerville Road and showed the commission site plans and renderings.
Commissioners questioned site access and traffic. Staff said the property has two points of access: a direct entrance and an access easement to the north. Commissioners also discussed whether left turns into the site were feasible from southbound Centerville traffic; staff said the site can be accessed from the north and via the adjacent easement. No members of the public testified; the applicant spoke in favor.
Commissioner Cornelius moved to close the public hearing and recommend denial; Commissioner Duckworth seconded. The motion passed unanimously.
