Council reviews final Dublin Sustainability Plan; staff to refine executive summary and pursue implementation funding

City staff presented the final Dublin Sustainability Plan on Aug. 25, reporting that the plan updates a 2018 framework and incorporates council feedback from a June 2024 review. The plan sets goals and actions across environmental sustainability topics and identifies in-progress items and next steps for implementation.
"The Dublin sustainability plan is a result of the strategic framework adopted by city council in 2022," said Emily Galber, who briefed council on the plan and noted the city hired an outside consultant for the update. Staff described outreach that included public workshops and business surveys, and noted the plan would be referred to the Community Services Advisory Committee (CSAC) for additional feedback as part of implementation planning.
Council members generally expressed support for the plan but sought edits to make the executive summary more accessible to residents. Several council members asked staff to rephrase technical language and reduce industry buzzwords, to highlight concrete, actionable items such as rain-barrel rebates, event waste-reduction pilots and public education campaigns. Staff said some grant-funded pilot projects and current city initiatives are already in progress (for example, expanded park recycling funded via Ohio EPA grant sources) and that the Eco Dublin team will oversee implementation coordination across departments.
Council also urged staff to clarify timeframes and funding. Staff said some implementation steps (for example, a consultant review of the Irish Festival's current sustainability initiatives) are in progress and that larger implementation items may be phased over several years. Council members requested that near-term public-education and events-related steps be highlighted for 2026 budgeting and that staff return with clearer costs and measurable public-facing goals.
Staff said the plan will be presented to CSAC for review and that staff will return with an adoption resolution and more-detailed implementation materials in a future meeting. "We would like to continue identifying ways to implement the plan using 2025 operating budget funds," staff said, and noted funds already set aside in several departmental budgets.
