County staff and commissioners reported that many residents were displaced and that livestock and horses were seeking space; the county's fairgrounds, which has about 400 horse stalls, was identified as the customary evacuation point for animals but staff reported it was not available to everyone on the first day of the incident.
The board heard that local fire, sheriff's office and mutual-aid resources mobilized early in the event. Commissioners thanked local, state and mutual-aid crews for their response. One commissioner described the conditions as "incredibly challenging" and said the coordinated response prevented greater losses, while also noting the incident had already displaced thousands of people and put thousands of structures at risk.
County staff said an interagency "delegation of authority" document had been signed on behalf of Deschutes County to move the incident into a joint command structure handled by the Oregon State Fire Marshal Red Team; staff provided the board the document number for the delegation and said the delegation covered structural protection and joint incident coordination.
During the meeting a motion was made and seconded to ratify the county's signature on the delegation-of-authority document, but the transcript shows the board moved into an executive session before a recorded vote.
