Washington council adopts 2025 property tax ordinance; city rate unchanged

The Washington, Missouri, City Council at a special meeting Monday in August adopted an ordinance levying property taxes for calendar year 2025, keeping the city's general operating levy the same as the previous year.
Tammy, a city staff member, presented the public hearing figures and said the permitted 2025 general operating levy for the city would remain 0.5687 per $100 of assessed valuation under Missouri law. "So based on Missouri State statute, the permitted 2025 tax levy for the general operating levy for the city of Washington is gonna be the same as last year 0.5687 per a 100 a $100 of assessed valuation," Tammy said. She told council the city’s taxable assessed valuation rose, producing an increase of about $212,000 (8.6%) in revenue; she attributed roughly 3.2% of that increase to new construction and said new construction added nearly $14,000,000 in assessed real estate value.
Tammy also summarized figures for the Washington Public Library district, saying assessed valuation rose from about $167 million last year to about $180 million for the proposed tax year. She said the proposed library levy would be slightly lower than last year and that the change would yield roughly $13,000 more in library revenue; she also reported about $1,300,000 in new construction value in the library district.
After the public hearing, the council moved to accept the hearing into the minutes. Councilman Holtmeyer introduced the ordinance levying the 2025 tax on all real and tangible taxable property in the city for general municipal purposes and for the free public library; the second reading was held and, "by your vote, the ordinance passes," the mayor said. The transcript does not include a roll-call tally in the public record provided.
There were no public speakers during the hearing, and no additional council questions were recorded. Council later noted scheduling changes: the next regular meeting will move because of the Labor Day holiday and the Missouri Municipal League conference.
