Forsyth County budget staff on Aug. 25 recommended appropriating $431,066.98 to the City of Winston‑Salem to cover untransferred tire‑disposal fee distributions, a routine pass-through the state collects at point of sale.
Budget Director Kyle Wolf explained the county receives a share of a tire disposal fee that retailers remit to the state; the state retains 30% and distributes the remainder to counties on a per‑capita basis. Wolf said $381,510.57 from fiscal 2023 and 2024 had not been sent to the city, and $49,556.41 represented receipts above the county’s FY25 budgeted amount, for a total appropriation need of $431,066.98 to reimburse the city.
Commissioners asked whether customers or tire dealers are charged and what ultimately happens to discarded tires; staff said they would research retail practices and the disposal pathway, noting tires are not allowed to be buried in landfills and that local disposal options and recycling markets vary. No policy change was proposed; the item adjusts county accounting to pass the collected funds to the city that operates the regional landfill.
