Council approves clubhouse mural, awards golf-course irrigation design contract and appoints charter review members

The council vote was unanimous. KLVB committed to help maintain surrounding landscaping and to coordinate final installation details with city staff.
Golf-course irrigation design: Council authorized the city manager to execute a professional-services contract for golf-course irrigation design with vendor Less Hill (or the consultant identified as the designer) for $55,000. Councilors said the contract is intended to move the irrigation upgrade into the design phase and allow staff to pursue construction scheduling and possible grant or bond funding in coordination with the planned capital improvement program.
Charter Review appointments: The council appointed two residents, Jen Grunewald and Mark Douglas, to the 2025 Charter Review Committee. Councilors later amended the resolution language to preserve the body's status as an advisory committee (rather than a commission subject to the Texas Open Meetings Act) by striking a clause that would have renamed it a 'commission' and thereby exposed it to TOMA meeting rules. With that change the appointments were approved.
Votes and next steps: All three items passed after standard motions; on the KLVB mural and the Charter Review Committee appointments the votes were unanimous. For the irrigation contract the motion passed and staff were authorized to finalize the agreement and proceed with design work. Council asked staff to coordinate implementation steps and return as needed for construction approvals or any required agreements.
