MDC approves economic revitalization resolutions for Roche, several policy resolutions pass unanimously

The Metropolitan Development Commission approved multiple economic revitalization and policy resolutions on Aug. 20, including two Roche Diagnostics tax abatement resolutions and five policy items (conveyance, invoices payment, and a contract amendment), recorded in roll call votes; council dates and continuances were also set.
At its Aug. 20 meeting the Metropolitan Development Commission approved several administrative and economic development resolutions including two final economic revitalization area (ERA) resolutions related to Roche Diagnostics and a set of five policy resolutions approved by roll call.
Kathy Battle, who represents DMD’s economic incentives team, summarized staff recommendations. Battle told the commission Roche presented a proposed $550,000,000 expansion at 9115 Hague Road and that staff recommended 10‑year real property and personal property tax abatements tied to investment and job retention and creation. Battle said Roche proposed $145,000,000 in real property investment and an additional $405,000,000 in personal property investments and that the company plans to retain 2,600 employees and add approximately 650 new high‑wage positions with average wages cited by staff. Staff said 5% of the tax savings would support apprenticeship programs and an “India Chiefs” (as referenced by staff) grant.
The commission approved resolutions 2025A029 (10 years real property abatement) and 2025A030 (10 years personal property abatement) by roll calls recorded in the meeting. Earlier in the docket staff read several items including a resolution authorizing conveyance of a parcel at 2240 Enterprise Park Place to Fields Mortuary Transport and Removal Services LLC and a resolution (2025P010) to amend a professional services contract with Town Planning and Urban Design Collaborative LLC to extend through Dec. 31, 2026; staff also read 2025E024 to pay invoices for approved development services. A group of five policy resolutions (2025R031, 2025A032, 2025E024, 2025P010 and a related item) were moved and seconded and passed by a 9–0 roll call.
Separately, staff and petitioners requested continuances for several docket items to the Sept. 3 meeting; Deputy Director Jenny Folkes and petitioner representatives stated they had agreed to two‑week continuances for specified matters, which the commission approved by roll call.
The commission also announced the public hearing schedule for a primary introduction resolution for the Google project and set that piece for a public hearing on Oct. 1. Commissioners and staff said additional council and MDC hearings remain for statutory abatements handled by the city‑county council and other bodies.
