Keizer Arts Commission approves Don Eli exhibit for April–May, plans utility-box wraps and street-art outreach

KEIZER, Ore. — The Keizer Arts Commission on Aug. 19 approved placing local artist Don Eli’s work in the commission’s April–May display slot and spent much of its meeting organizing public-art projects, outreach and the calendar for the coming months.

The commission voted to replace the planned Iris Festival banners in the April–May gallery slot with artwork by Don Eli, a motion made by Member 2 (unnamed) and seconded by the Chair (unnamed). Minutes from the meeting were also approved by voice vote earlier in the session.

The decision matters locally because the commission is managing multiple visible, public-facing projects: three utility-box wraps planned this year, a volunteer street-painting event in September, and a continuing call for artists for future gallery displays. Member and staff discussion emphasized outreach to artists and community groups and a modest budget to pay artists for utility-box work.

During the discussion, the Chair (unnamed) described the gallery sample and display timing as “It’s impressive. Beautiful.” The commission discussed logistics for moving preapproved displays and noted the commission has artists tentatively lined up for other months but wanted to reserve the April–May slot for Don Eli’s pieces.

Commission members reviewed a brief budget update and current balances; meeting remarks referenced a small amount recently spent (quoted in the meeting as about $75). Commissioners also confirmed funding to pay artists a $200 fee for each utility-box wrap and said three wraps remain in the current year’s plan.

The commission discussed the street-art program and whether the arts master plan needs updates before the city’s street-art program proceeds. Members said they are not the program’s primary facilitator but will review the master plan to determine whether any updates are needed before incorporating a street-art program into official guidance.

Commissioners said a volunteer workday is scheduled for Sept. 13 to touch up murals and other park art. The commission encouraged artists and community groups to participate; staff and members will create and distribute flyers and social posts to recruit volunteers and artists for both the Sept. 13 workday and submissions for the utility-box wraps.

Other items discussed included scheduling adjustments for winter meetings (the commission agreed to hold its January meeting on Jan. 13, 2026, instead of Jan. 20) and the process for new member appointments, which require city council approval.

The commission asked staff to prepare a flyer and submission instructions for the three utility-box wrap opportunities, to circulate a call to artists through the Keizer Artist Association and social channels, and to bring a draft of any proposed changes to the arts master plan to the commission for review before the street-art program is launched on city property.
