Council directs staff to revise ordinance on commission annual reports after commissioners say staff-led reports omitted their input

Council members and several commissioners pressed staff on Aug. 19 after a parks, community services and trails commission member said the annual commission report reached the council agenda without commissioners having reviewed or approved it.
Commissioner Riley Peek told the council he was surprised to see the report posted and said the commission had not participated in preparing or approving the document. “If the report is on behalf of the commission, the commission should be the one to submit that report,” Peek said during public comment.
Councilmembers discussed the drafting of Ordinance 10-22, which establishes annual reporting by department liaisons; staff said the ordinance does not specify the mode or medium of report and that department liaisons had prepared the packet summaries by reviewing commission minutes. Staff and council agreed to direct the city clerk to prepare a schedule so two commissions would present per meeting and to draft revisions to Ordinance 10-22 specifying timing and content. The city clerk and city attorney said staff would bring a draft revision and schedule back for council consideration, with a suggested first reading on Sept. 2.
Council took the consent calendar as a whole and later approved the approach to revise the ordinance and schedule future commission presentations.
