Iredell County commissioners approve administrative consent items, add dentist position and authorize funding transfer

The Iredell County Board of Commissioners approved a package of administrative items by unanimous consent during its 4:00 p.m. pre‑agenda meeting Tuesday, Aug. 19, including budget amendments for the health department, changes to personnel pay incentives and classifications, authorization to add a full‑time dentist position and a five‑year arbitrage‑services contract for a 2015 qualified school construction bond issuance.

The actions are part of routine administrative business but include a policy change the board authorized to allow the county to recruit and hire a dentist as a county employee rather than rely on a contracted “alliance” placement that carries a 19% administrative fee, officials said.

Jessica Ridgeway, identified at the meeting as a health department representative, said the board was being asked to approve budget amendment No. 5 to appropriate $28,488 in unspent American Rescue Plan Act (ARPA) public‑health funds from fiscal year 2025. "This $28,488 grant is actually a rollover of unspent funds that we had in fiscal year '25. With this money this year, we plan to digitize our personnel records and our old board of health records. We're running out of room for those paper copies," Ridgeway said.

Ridgeway also presented budget amendment No. 4 to accept an additional $6,000 from the state's general communicable disease control grant. She said the state is adding $6,000 to every local health department and is covering the cost for health departments to connect their electronic health records to the new state laboratory system.

Lundy Covington, identified as a human resources representative, asked the board to approve a correction to a previously approved part‑time EMS logistics technician classification, saying the grade was entered incorrectly at a higher level and should be lowered (the transcript records the change as from grade 233 to grade 322). Covington also presented a request to change the language‑skills pay incentive from a percentage of pay to a flat $2,500 amount so the incentive would not vary by job classification.

On the dentist position, county staff described an immediate recruitment opportunity that arose when the incumbent announced retirement. The board approved adding a dentist title to the county classification schedule at the grade the staff proposed (recorded in the meeting as grade 2 47) and approved budget amendment No. 6 to transfer funds from contracted services to salaries and benefits so the county could hire the position in‑house.

County Manager Moll (identified at the meeting as county manager) said the county has been paying an approximately 19% administrative fee when using the alliance placement method and that establishing an in‑house dentist could, at minimum, "wash" financially and might produce further savings. Moll and other board members discussed language to allow the health department to revert to a contracted service if recruitment efforts fail; the board approved that flexibility by consent.

Caroline Taylor, a finance department representative, presented a proposed contract with Bingham for arbitrage‑rebate services tied to a 2015 qualified school construction bond issuance. Taylor said the county has contracted for these IRS‑required arbitrage services since the issuance began and asked the board to authorize the county manager to sign a contract for years 11 through 15 at $800 per year. Taylor said the issuance will continue to require these services until the debt is fully paid.

The board also approved the tax administration department's July 2025 releases and refunds list by consent and received a briefing on vacancies on multiple county advisory boards and commissions; the public comment period and several appointments were scheduled for the 6:00 p.m. meeting.

Near the close of the 4:00 p.m. pre‑agenda meeting, the board voted to take a five‑minute recess and enter a closed session for attorney‑client privileged communications under North Carolina law and a named case. Commissioner Brown moved for the recess and closed session; the board voted in the affirmative.
