The Florence City Planning Commission unanimously approved a sketch plan for a 16‑unit townhome development off Westfield Drive during its August meeting.
Planning staff presented PC2025‑32 as a proposal for a 1.24‑acre development composed of two buildings with eight units each. Mister Johnston of the planning department told commissioners the site carries NC 6.3 zoning and is consistent with the future land use designation. He said the project “does meet the requirements of the NC 6.3” and noted the development is subdividable so individual units can be sold to separate owners.
Johnston said access will be from a private driveway off Westfield Drive that will be built to city standards and ultimately maintained by a homeowners association, and that city water, sewer and stormwater inspection will apply. He described a parking court and a bulk sanitary container for city sanitation service. The applicant provided a parking study showing 1.5 parking spaces per unit; staff approved that parking plan administratively.
Johnston also noted a type A buffer yard will be installed where the property abuts Lucy T. Davis Elementary School to the south, consistent with NC 6.3 campus zoning requirements that call for a five‑foot buffer in that location. The staff report confirmed the property was annexed into the city earlier in the week and that utilities are available.
A commissioner moved to approve the sketch plan as submitted; the motion was seconded and passed on a unanimous voice vote. The transcript records the voice vote but not a roll‑call tally.
The approval advances the project to detailed plan and permitting steps; final construction and recording of plats remain required before units can be sold or occupied.
