City staff said the county had submitted requested contractual language and that the city had prepared counter language to balance the requests.
A significant negotiation point was administrative cost reimbursement. County staff had proposed reimbursement of administrative expenses up to $50,000 per year. Councilman Roland Barrera and others discussed scope; city staff proposed language requiring documentation of staff time and resources and limiting reimbursement to an amount based on an indirect cost/allocation approach. The council approved an amendment and the final motion included the phrase that "Nueces County can be reimbursed up to $50,000 per year based on staff time and resources spent."
Council members also asked about the TIRZ board composition and safeguards against conflicts of interest. Staff said the TIRZ board would be appointed by the council and could include a developer/community representative, but the developer representative would be appointed through the normal board application process and could be limited to a fixed term if council wished. It was clarified that subzones could be added later so the TIRZ would not exclude future developers from proposing projects.
A brief public comment period drew 1 speaker who opposed siting the TIRZ in London and suggested other neighborhoods have greater need. The council approved the city responses as amended.
