Council awards Cadwell Park infield rebid; baseball liaison presses for DuraEdge subcontractor

Mitchell City Council voted to award the Cadwell Baseball Field rebid (Project 2025-3023R) to LT Companies following a public discussion about materials and installer qualifications. The low base bid was reported at $323,699; staff recommended the award and requested an additional contingency draw of $25,000 to fully fund the project.
At the meeting Jim Johnson, Mitchell Baseball Association liaison, raised concerns about awarding the contract to a firm without a track record installing full baseball infields using DuraEdge — a specialized infield mix discussed at length. Johnson said DuraEdge’s owner told him the company could come to Mitchell and perform and warranty the DuraEdge installation; LT Companies indicated a willingness to subcontract and learn under DuraEdge’s crew. After the public comment and staff explanation, Council member McCardell moved to award the contract to LT Companies; the motion was seconded by Council member Smith and carried.
City staff explained the project budget had a shortfall (the bid exceeded the prior allocation by roughly $9,000) and requested $25,000 from contingency to cover the increase. Finance staff warned there is limited contingency remaining in the overall budget and cautioned further additions.
Council and the public emphasized timing: proponents said DuraEdge and the chosen contractor expect to complete in a short window in September to allow turf establishment before winter. Council approved the award and the requested contingency transfer. The council did not attach a contractual requirement forcing a particular subcontractor; staff said they would recommend use of DuraEdge as the likely subcontractor if LT chooses to engage them.
