Council interviews applicants and appoints members to Summit County RAP (recreation) committee

The Summit County Council interviewed five applicants for four vacancies on the county’s Arts and Parks Advisory Committee (RAP tax recreation committee) on Aug. 6 and made appointments the same day.
Council members questioned applicants about their familiarity with the committee’s workload, experience with recreation and arts projects, possible conflicts of interest, and how they would weigh funding decisions for projects across the county. Applicants interviewed in person or by Zoom included Aaron Williams (chief ranger, Basin Recreation), Jessica (Jess) Kirby (incumbent RAP committee member, joining from a Rockies game), Breck Harnagle (incumbent), Ian Hartley (incumbent), and Benjamin Zaniello (new applicant).
Applicants described a range of relevant backgrounds. Aaron Williams said his work overseeing nearly 200 miles of trails and public parks for Basin Recreation gives him practical perspective on project effectiveness. Jess Kirby, in her third term on the RAP committee, described recurring procedural challenges with clarifying applicant eligibility and application consistency and urged clearer guidance for applicants. Ian Hartley, a Mountain Trails Foundation staffer, and Breck Harnagle, both current committee members, cited operational experience and local project familiarity. Benjamin Zaniello, a physician and volunteer at a community clinic, said he was motivated by recreation’s public-health benefits and by improving equitable access.
After interviews, the council reappointed Jessica Kirby, Breck Harnagle and Ian Hartley and appointed Benjamin Zaniello. Council minutes list the appointments with term expirations of May 31, 2028. Councilmember Roger made the motion to reappoint and appoint; the motion was seconded and approved by voice vote.
Why it matters: The RAP committee evaluates applications for county RAP-tax recreation funding and makes recommendations about grant awards. Committee members reviewed by the council said recent efforts with county counsel have clarified eligibility and improved consistency in recommendations, but members also noted limitations in how funds are distributed geographically under the ordinance.
Next steps: Staff will notify appointees and update committee rosters; appointees will join the committee for the upcoming interview and award season in September.
