CIP update: Holford, Naaman School Road and senior center among 2019 bond projects nearing milestones

City engineering and project staff briefed council on the status of major 2019 bond projects and upcoming work.
Michael Polowczyk and project staff said Holford Road Segment A is roughly 90 percent complete (landscaping and remaining punch list items) and Naaman School Road — a constrained corridor with bridge work across Spring Creek — is under construction with an estimated substantial completion in 2027 because of utility relocations and railroad permits. Staff acknowledged internal delays related to project staffing and said consultants were retained to keep design and delivery on track.
Multiple neighborhood drainage and street projects (Country Club Park Estates, Saturn Springs Estates, Montclair) are at varying stages: Country Club anticipated construction start in 2026, Saturn Springs design 60% submittal revision expected soon with resident outreach planned in September, and Montclair construction ongoing after a February start. Bottleneck packages are staged across 2025–27 with several advertising and construction windows noted. Councilmembers requested specific follow-up on local impacts (alley ruts from equipment in Montclair) and to meet with staff on Saturn Springs resident outreach before public meetings.
On vertical projects, Holford recreation center and Spiegel Green are complete, fire stations 1 and 7 are under construction (tracking for fall 2026 completion), and the Central Library recently opened July 12. The West library site is nearing substantial completion with plans to open in September; Surf & Swim aquatic center is tracking for Memorial Day 2026. The senior activity center had executed construction contracts and held a groundbreaking scheduled for Saturday at 9 a.m.
Council members were invited to upcoming public events and asked staff to share timelines and to follow up on specific neighborhood concerns. Staff noted some schedule slides may have shifted and said they will provide updated timelines and outreach plans.
