Greenville City Council voted 5-1 to rezone and annex about 23.888 acres near the northeastern corner of Dickinson Avenue extension and Allen Road to allow high-density multifamily development following presentations from city staff and the applicant.
City planner Chris Kelly told the council that the site is currently zoned RA-20 (residential agricultural) and that under the requested R-6 (residential high density/multifamily) zoning the property could yield an estimated 330–340 multifamily units; under the current RA-20 zoning the parcel could accommodate about 60–70 single-family lots. Kelly said the proposed zoning is consistent with the city’s adopted future land use and character map and noted stormwater and environmental constraints: the site drains to the Greens Mill Run watershed, may contain jurisdictional streams and wetlands, and would require 25-year detention and nutrient controls if stormwater rules apply.
