County approves interlocal agreements to provide election services to municipalities and districts

Summit County on Wednesday approved a set of interlocal agreements through which the county will provide election services — including ballot collection, processing and results reporting — to multiple municipalities and special districts that find it challenging to comply with state election code on their own.
County staff said the agreements lay out the services the county will provide and the fees the municipalities or districts will pay. The entities named in the packet were: Colville City, Francis City, Hanover (spelled in packet), Camas City, Oakley City, Park City Municipal Corporation, Snyderville Basin Water Reclamation District, and Summit County Service Area No. 3. Staff told the council most of the smaller jurisdictions prefer county administration because state regulation and administrative requirements have grown more complex for single-purpose or smaller election bodies.
Councilmember Kenneth moved to approve the suite of interlocal agreements; Chris seconded the motion and the council approved the agreements with no recorded opposition. Staff confirmed the agreements were signed on the municipal/district side as part of the process described in the packet but noted internal approval steps can vary by entity.
County clerks and staff will implement the agreements ahead of upcoming municipal elections and will invoice the partner entities according to the terms in each interlocal agreement.
