Commissioners discuss Planning Commission term limits, agree to recruit rural applicants; reappoint three commissioners

Lincoln County commissioners on Aug. 18 discussed whether to impose term limits on the Lincoln County Planning Commission and how to broaden geographic and agricultural representation on that volunteer board.
Judy Clark, Lincoln County planning administrator, said the county has never imposed term limits and that recruiting volunteers from rural/agricultural areas can be difficult. Clark said she typically nominates candidates by outreach to nearby communities and that the planning commission currently includes several members who live closer to North Platte and several with agricultural backgrounds.
Commissioners debated tradeoffs: term limits could bring fresh perspectives but might also reduce institutional knowledge and make it harder to find experienced volunteers. The board agreed not to adopt term limits at this time. Instead, commissioners asked Clark, with help from the two commissioners who sit on the planning committee, to advertise openings through local media and solicit applicants from agricultural areas; they suggested an interview and recommendation process led by planning staff and the two commissioner liaisons.
Separately, the board approved reappointments: Mitch Morehead, Roger Merritt and Russ Miller were reappointed to three‑year terms on the Lincoln County Planning Commission; Frank Fleece and John McNeil were reappointed to three‑year terms on the Lincoln County Board of Adjustment. Commissioners praised the volunteers’ service.
Commissioners also discussed reimbursement for mileage (eligible if requested) and agreed there was no hurry to fill a recent vacancy, but requested active recruitment to maintain agricultural representation.
