The Leavenworth County Planning Commission voted 8-0 to recommend approval of a rezoning request for a property at 21443 Springdale Road, changing the zoning designation from RR-5 to RR-2.5 (case DEV-25-074). The commission's recommendation advances the request to the Board of County Commissioners, which staff said will consider the item no earlier than Sept. 3, 2025.
Planning staff said the property's future land use is identified as RR-2.5 and that the staff review applied the seven statutory factors used in rezoning decisions; the detailed analysis appears in the staff report. The applicant, represented by a surveyor who identified himself as Joe Merrick, presented a concept showing two additional lots being created from the parent tract; the proposed south 2.5-acre lot would use a shared driveway with the existing house.
Representatives noted that Kansas Department of Transportation (KDOT) reviewed driveway access and said the existing driveway and the newly proposed north driveway are acceptable for the current split; staff and KDOT indicated that future subdivision of the entire parcel into multiple 2.5-acre lots could create additional access issues requiring further review. The public hearing portion of the item produced no opposing comments before the commission recommended approval to the Board of County Commissioners.
