Nevada DOE proposes update to educator professional development standards

A Department of Education workshop proposed updating Nevada’s professional development standards for teachers and administrators to align with current national standards and recent licensure rule changes.
Jeff Brisky, director of educator development, licensure and family engagement, summarized proposed amendments to Nevada Administrative Code sections that set standards for professional development for teachers and administrators during an Aug. 13 workshop.
Brisky said the regulation (referenced as regulation R137-23, amending NAC provisions) would revise NAC 391A.300 to reflect updated national standards from Learning Forward (formerly known as the National Professional Learning Association) and to align with prior regulatory changes that updated licensure renewal requirements. He said the proposal follows recommendations of a 2015 task force created by Senate Bill 474 and updates Nevada standards to match the most recent Learning Forward standards.
Brisky told attendees the department received earlier public comment that learning goals in the draft could be misread as referring to the Nevada Educator Performance Framework’s Individual Educator Learning Goals rather than broader student-need–based goals. The department said the draft language intends to frame educator learning goals broadly in relation to student needs rather than prescribe a single framework.
He said this regulation is a companion to earlier changes that became effective Sept. 16, 2024, which updated NAC 391.065 (licensure renewal) and NAC 391.08 (approval process for continuing education providers). The department opened public comment; no in-person comments were offered in Carson City or Las Vegas during the workshop.
The department will accept written comments and post updated language as part of the rulemaking process. Brisky stressed that this workshop is the final regulatory step to update the educator professional development standards to reflect current national guidance and the state’s recent licensure changes.
