The Roy City Planning Commission on Aug. 12 recommended approval of a conditional use permit, site plan and architectural review for a vehicle service facility proposed at approximately 4084 South Midland Drive, voting in favor on each motion.
City planning staff described the application as a conditional use under the mixed-use urban corridor zone and said the business owner plans to expand operations by using a triangular parcel immediately east of an existing Jiffy Lube, south of McDonald's. Staff told the commission the new building will be visually consistent with neighboring development while meeting updated landscaping and façade standards. "There are no large issues in the site plan that can't be resolved," the staff member said, adding that outstanding Development Review Committee comments must be addressed before final permits.
The project's civil engineer, Hire Mosgathorpe, said the triangular parcel will either be deeded to the adjacent property owner for continued use or incorporated into the new site layout; he confirmed plans will be revised to reflect city comments, including the relocation or consolidation of the dumpster so it is less visible.
Commissioners voted on three separate motions: approval of the conditional use with the conditions in the staff report; approval of the site plan subject to staff recommendations and DRC comments; and approval of the architectural review with the requirement that all current and future DRC comments be complied with. Each motion passed on voice vote with no recorded opposition. One commissioner noted business at the existing Jiffy Lube is strong, and staff said the site is one of the last vacant parcels in that subdivision.
What happens next: The applicant must submit revised plans addressing DRC comments and any conditions in the staff report before building permits are issued. Technical reviews (fire, building, utilities) will proceed as part of permitting. The commission's approvals were recommendations/approvals at the planning level and do not replace required building or operational permits.
