Planning Commission advances proposed Redevelopment Area 3 for East Las Vegas study area

The Planning Commission voted to approve a proposed study area that staff will use to evaluate creation of a new redevelopment area (Redevelopment Area 3) for East Las Vegas.
Tracy Reich, redevelopment manager in the city’s Office of Economic and Urban Development, told commissioners that the Nuestro Futuro/East Las Vegas special area plan recommends expanding redevelopment tools to achieve corridor revitalization, infrastructure upgrades and targeted incentive programs. Reich said staff determined creating a new redevelopment area is preferable to expanding Redevelopment Area 1 — in part because RDA 1 has a sunset date and a separate district guarantees incremental tax revenues would be reinvested in the East Las Vegas area.
If the Planning Commission’s action stands at the Redevelopment Agency and City Council, staff will conduct a parcel‑level blight study, extensive bilingual outreach to neighborhood property and business owners, and draft a preliminary redevelopment plan per the requirements Reich cited to the commission. Reich said the timeline anticipates returning to the Commission with a draft plan next spring to allow for the required blight analysis and community outreach.
Commission discussion emphasized the need to steer incremental tax‑incentive resources back into the communities where they are generated. Commissioner Slotman, who serves on the Redevelopment Agency’s Citizens Advisory Committee, told the commission that members preferred creating a new RDA to ensure incremental tax dollars remain dedicated to East Las Vegas rather than being available for other redevelopment areas.
Commissioner Slotman moved to approve the proposed study area; the motion carried. The matter will move to the Redevelopment Agency and City Council on Sept. 17. Reich said if the study area is approved by those bodies, staff will begin the blight study and bilingual outreach and prepare a preliminary plan consistent with the statutory requirements she cited.
