Victoria Park splash pad opens; commission hears parks capital updates including automated restroom locks and Skyline master plan

Staff told the commission they will install automated locks at eight park restroom locations — Kellogg, Ontario, Brentwood, Tehachapi, Parkview, Sierra Bella, Rock Vista and Griffin Park — to reduce contractual locking costs and to secure restrooms after park hours. Staff said the locks will lock at park close and unlock during park hours; they described the installation as a trial and noted vendors offer warranties and that surrounding agencies already use similar locks.
Parks staff said the Skyline Area Master Plan has been adopted by city council and an implementation plan includes light amenities, seating, trash receptacles, a restroom near the trailhead and proposed circuits of roughly one to two miles for hikers. Staff also reported progress on trails master‑plan year‑one items, including installation of trailheads at Butterfield Park, Fresno Canyon, Eagle Road and the Green River SART trailhead. On Fresno Canyon trailhead, staff said the site is mostly complete except for final water service to the drinking fountain.
Staff said Griffin Park Phase 2 design work has been funded with approximately $2,000,000 in grant funds awarded through an effort tied to Assemblymember Sabrina Cervantes, and that RJM is the project designer; an update on concept design will be brought to the commission in September.
Commissioners asked operational questions about the automated locks (battery life, vandal concerns and how officers or residents would report propped doors). Staff said random checks and resident non‑emergency reporting will supplement inspections, and that warranties cover manufacturer defects but not deliberate damage. No formal votes were taken on the capital items; staff requested input and said further implementation details would come back to the commission.
