Klamath County commissioners approve juvenile grant spending, museum position, hazard‑mitigation contract, road repair and other routine items

Klamath County commissioners on Aug. 12 approved a set of budget adjustments, grant agreements and contracts including a $250,000 Oregon Youth Authority grant for the county juvenile department, a $50,000 personnel reallocation in the county museum fund, and a contract with the University of Oregon to update the county’s hazard mitigation plan.

The actions were taken at the Board of Commissioners’ weekly business meeting, which also approved quotes and a subsequent agreement for Silver Lake Road crack repair work, renewed the sheriff’s participation in a Department of Justice equitable‑sharing certification program and recorded county recommendations on a set of liquor‑license renewals.

The items matter because they allocate grant funds and contract authority that trigger spending and program work: the juvenile department budget change funds the Klamath Crimson Rose program; the University of Oregon contract will support an update required by a FEMA Hazard Mitigation Grant Program (HMGP) award; and the road repair agreement addresses a long, recurring failure along Silver Lake Road.

During the meeting Dean Thicpen, Klamath County emergency management, described the HMGP award and the contract scope: "This is in the matter of approving and signing the contract with the University of Oregon for Klamath County's natural hazard mitigation plan update work," he said, adding the University of Oregon will facilitate planning activities, acquire data and produce the final plan. The board recorded a fiscal impact of $81,000 to be paid from the federal cost share portion of the HMGP award.

The juvenile department presented a supplemental budget resolution to record a $250,000 award from the Oregon Youth Authority for the Klamath Crimson Rose (KCR) program; the board moved and approved the supplemental budget to add $250,000 in both revenue and expenditures in the juvenile KCR subdepartment.

Vicky (staff member) described a museum fund reallocation to budget for the initial year of a newly approved engagement and venue coordinator position: "The Museum Director has requested to reallocate the transfer between the operating and equipment reserve sub departments to personnel in order to budget for the initial term of this position, the initial year," she said. The board approved a $50,000 reallocation from equipment reserve transfers to personnel expenditures.

Public Works staff outlined the Silver Lake Road repair plan, saying a long crack where a former railroad grade crosses marsh has developed from wet/dry movement of the base. The public works presenter explained the department plans to stabilize the base with cement‑treated material and use a rock‑wheel excavator approach rather than full excavation and hauling. The board first accepted quotes and then approved an agreement with R2 Contractors for trenching services, later amending the payment source to the road district and recording mobilization and hourly standby/operator rates in the agreement.

Lieutenant Lewis, representing the Klamath County Sheriff’s Office, asked for board approval to renew participation in the Department of Justice equitable sharing agreement. "Basically what we're asking for is the board's approval to, renew our participation in the Department of Justice equitable sharing agreement," he said. The board approved the certification allowing the sheriff’s office to be eligible for federal forfeiture proceeds; the fiscal impact was described as potential revenue or property of unknown value.

The board also approved three domestic well financial assistance grant agreements (totaling $34,973.75) to named applicants, and the clerk noted recommendations for renewal of multiple liquor licenses; the county’s recommendation was recorded for the Oregon Liquor and Cannabis Commission (OLCC), which has final authority.
