The Town of Lakeville Conservation Commission closed its hearing Tuesday on a proposal for 301 Pond Lane and approved the project with conditions after peer review by Merrill Engineers and Land Surveyors.
Deb Keller of Merrill reviewed the applicant’s revised stormwater design and peer‑review responses on behalf of the commission. Keller told commissioners the revised plan meets the state stormwater standards applicable to the site, including groundwater recharge and treatment requirements for discharges to Outstanding Resource Waters. She reported that the design provides approximately 516 cubic feet of subsurface storage against a required groundwater recharge volume of about 177 cubic feet.
Keller recommended a set of standard construction‑phase and post‑construction conditions the commission should impose. Commissioners adopted the peer reviewer’s recommended conditions and the commission’s standard construction conditions. The conditions include:
- Additional erosion‑control measures during construction, including inlet protection and a stabilized construction entrance; periodic inspection and maintenance and rapid repair of erosion controls after storms. - Specifications for material stockpiles and limits on pile slopes and locations; stockpile erosion controls across the street in lower, flatter areas selected by the applicant. - Protection of the subsurface infiltration system and septic infrastructure during construction, with staking and flagging to prevent disturbance. - A written operation and maintenance (O&M) plan to be provided to the homeowner that directs inspection and upkeep of the trench drain, yard drain, subsurface chamber infiltration system and notes on limiting fertilizer/pesticide use and pet‑waste management to protect pond water quality. - Weekly inspections during construction and inspection after significant storm events; sediment removal triggers for straw wattle/silt fence structures set at one‑third height.
The applicant revised the infiltration chamber to a lower‑profile chamber and adjusted calculations; the peer review concluded the revised footprint still provides required recharge, pollutant removal and protection for the pond. The commission required documentation of soil conditions and confirmation of estimated seasonal high groundwater by a certified soil evaluator prior to construction.
Commissioners said they view the revised plan as a significant improvement from earlier filings, when lot coverage rose to about 39.1 percent; the current design adds infiltration and treatment measures aimed at returning hydrology closer to pre‑development conditions.
The motion to close the hearing and adopt the peer‑review conditions passed unanimously.
