Operations update: CNS hiring, payment pilot and transportation staffing; Belton Grove receives temporary occupancy with restrictions

Wake County Schools operations staff provided updates on child nutrition services (CNS), transportation and facilities. CNS is actively hiring ahead of the school year, plans a September job fair and staff training this summer, and is evaluating a pilot to accept credit-card processing at five high schools; staff said other payment methods (for example, PayPal) and service charges are being evaluated.
The district’s transportation update noted a full substitute driver present in each of the 23 districts for the first time in years, which staff credited to an intensified hiring effort and interdepartmental coordination. Staff reported an in-fleet total of 10 propane buses with five more expected this fall; staff characterized propane buses as generally cleaner than diesel for particulate emissions.
Facilities staff reported that Belton Grove is the last of four new schools opening this summer to receive a temporary certificate of occupancy (TCO). The TCO allows district personnel and contractors to work in the building from 6 a.m. to 6 p.m., but staff said no administrators, custodians, teachers or other district personnel may occupy the building outside those hours; contractors remain for evening work until final certificate of occupancy conditions are met. Staff described ongoing work with inspectors and contractors to resolve a set of outstanding items, including generator issues that have delayed full sign-off in specific areas.
The operations update touched on procurement and project-process clarifications: staff said the district will continue to bring contracts to the board for approval when bids are received, but noted that schematic design reviews and approvals will be provided to the board to improve transparency and efficiency. Staff said the board is not required by general statute or board policy to approve permissions to advertise or receive bids, but the district intends to continue presenting schematic design reviews to give the public insight into projects.
Trustees asked operational follow-up questions about payment-service fees for families, timelines for Belton Grove final occupancy and continuing vacuum items before final sign-off. Staff said they expect the remaining work to continue over evenings and that they will keep the superintendent and board informed.
