Council unanimously backs resolution supporting DLCD housing planning assistance grant application

The Cottage Grove City Council voted unanimously to approve Resolution 2172, a measure formally expressing the city’s support for a Lane Council of Governments application to the Department of Land Conservation and Development’s 2025–2027 Housing Planning Assistance grant program.
Community Development Manager Clemmer explained the DLCD program supports development and adoption of plans and ordinances to address housing production, affordability and choice under Statewide Planning Goal 10. She told the council the 2025–2027 grant cycle closed on Aug. 4, 2025 and that LCOG had submitted an application seeking assistance on a housing capacity analysis (HCA) and housing production strategy (HPS) scheduled under OAR 660-008-0045.
Councilor Wilson moved adoption of Resolution 2172 and the motion was seconded; a roll-call vote recorded unanimous “aye” votes from councilors present and Mayor Solsby. The resolution directs city staff to support the project with data gathering, deliverable review and participation if LCOG is awarded the grant; no city appropriation was made at the meeting.
Clemmer said if the grant is awarded, city staff would perform support tasks such as data gathering and reviewing deliverables. The resolution number recorded by the city recorder was 2172.
