The City of Derby Planning Commission took four formal actions Aug. 7, 2025. All votes recorded were unanimous (9-0). Below are the items, motions and recorded outcomes.
Votes at a glance
- Riverbend Acres final plat (unincorporated Sedgwick County, within Derby subdivision jurisdiction): The commission voted to approve the final plat and forward a recommendation to City Council, subject to standard staff comments. Motion by Commissioner Renberger; second by Commissioner Heflin. Outcome: recommended approval to City Council; vote 9-0.
- Jackson Addition (Lot 1, Block A) โ site plan review for three duplex buildings (six dwelling units): The commission approved the site plan as submitted, subject to staff comments and planning commission discussion. Motion and second were recorded in the meeting minutes; outcome: approved 9-0.
- High Park improvements โ site plan review (phase, splash pad, playground, restrooms and pickleball courts): The commission approved the site plan for improvements at High Park subject to staff comments and planning commission discussion, including pedestrian connections and landscaping. Commissioner Hefflin moved to approve; Commissioner Rennberger seconded. Outcome: approved 9-0.
What commissioners noted
City staff and applicants confirmed that plat approvals and site plan reviews include specific engineering requirements (drainage, sewer, water) before construction permits can be issued. For the Riverbend Acres plat, staff noted groundwater infiltration in the area and that the applicant proposed a no-basement covenant; sanitary sewer for that plat will use advanced wastewater septic systems and water will be provided by wells until annexation and full municipal services are available.
For Jackson Addition, staff said the project complies with B-4 district rules and that the developer had exceeded typical parking and landscaping expectations; mechanical units and trash storage will be screened inside fenced yards. The commission requested maintenance assurances for street trees and plantings.
For High Park, staff and the parks director noted the project is funded in part by the Derby Different sales tax and includes a splash pad, an inclusive playground, restrooms, and pickleball courts; lighting and some elements were retained as bid alternates because of budget constraints. Commissioners approved site plan elements including new parking and pedestrian connections; the commission agreed a landscape screening treatment for an existing on-site dumpster is acceptable in lieu of a masonry enclosure.
Formal action details and next steps
- Riverbend Acres final plat: forward to City Council and Board of County Commissioners as applicable for final acceptance; plat subject to county and city subdivision requirements and any required permits. (Vote: 9-0.)
- Jackson Addition site plan: applicant to finalize minor staff corrections and secure utility easements/agreements for use of a private sanitary sewer easement shown on the site plan. (Vote: 9-0.)
- High Park improvements: staff will finalize plan notes on pedestrian connections, landscaping (plant sizes and replacement requirements), and equipment enclosures; certain park items (lighting for pickleball courts, additional restrooms) are bid alternates. (Vote: 9-0.)
All three approvals require the applicants to complete any outstanding technical submittals (final engineering, drainage reports, utility agreements and construction sureties) before building permits are issued.
