The Salt Lake City School District board adopted new board policy P14 at the Aug. 5 meeting to implement the state's SHINE program, which replaces the prior teacher salary supplement program (TSSP) under Senate Bill 173.
What the policy does - State requirement: Staff said SB 173 requires local education agencies to adopt a policy implementing the state's SHINE supplement. "Senate Bill 173 requires an LEA to adopt a policy to implement the Shine," a staff member told the board. - Local designations: For Salt Lake City School District, staff identified the categories for stipends as secondary math, computer science, secondary science and special education. District leaders said all educators who qualified under the TSSP remain eligible under SHINE; the administrative procedures to implement the policy will specify the application and payment process. - Funding and accounting: Staff said stipends are paid on separate timesheets and are coded to the state program account; they are not built into teachers' base contracts.
Board action The board placed the policy on the action agenda and voted to adopt P14. Roll-call votes recorded the measure as approved with board members voting in favor. (Roll-call recorded: Bryce Williams ' yes; Charlotte Fife Jefferson ' yes; Ashley Anderson ' yes; Nate Salazar ' yes; Ryan Jensen ' yes; Amanda Longwell ' yes.)
Why it matters: The policy establishes the local framework for distributing state-authorized salary supplements intended to attract or retain educators in high-need subject areas. Staff said the district will review the designated categories annually and that stipend payments will be reported under the state program coding.
Ending: Administrative procedures implementing P14 will return to the policy subcommittee for review and then to the full board for final administrative approval.
