The board began the meeting by adopting the meeting agenda (motion by Commissioner Carmen; second Commissioner MacKerr) by unanimous voice vote. Commissioner Propst moved to approve the county voucher run "for the 08/04/2025 in the amount of $751,217.60," a motion seconded by Commissioner Gardner; the board voted unanimously to approve the voucher run.
The consent agenda included three 24-hour liquor permits: Jedediah Corporation Cook Wedding (Aug. 7), Jacksonville Winery wine tasting at Astoria Hot Springs (dates in August 2025) and West Group Terrace / Spurt Catering Crystal Spring reception and dinner (Aug. 12). Commissioner Karlmann moved approval with Commissioner Gardner seconding; the motion passed unanimously.
On transportation planning, Charlotte Fry, the county—9s transportation manager, presented a four-page letter prepared for the Wyoming Department of Transportation—9s long-range planning process. After brief discussion and no public comment, Commissioner MacKer moved to approve the letter; Commissioner Probst seconded and the motion passed unanimously.
Melissa Schenkel, Teton County assessor, reviewed the county—9s mill report and the assessed value used to calculate levy revenue. Schenkel said the State Board of Equalization-approved assessed value after exemptions is $3,790,138,195. Following that presentation, a motion was made under Wyoming Statute 39-13-102 to approve the 2025 mill levy report; the motion passed unanimously.
