Draft housing study presented; staff says report will inform council and developers

Staff told the Board of Adjustment and Planning Commission they received a draft housing study that compiles public and proprietary data to assess housing needs, prices, incomes and migration patterns.
A planning staff member (unnamed) said the consultant's draft noted the city's active code enforcement as an observable sign of housing-condition efforts. The draft study, the staff member said, looks at demand by age and income and examines who commutes into and out of the city during the day. Staff said the data are used for grant applications and to inform negotiations with developers; the transcript notes three developers are awaiting the study.
Staff said a revised presentation of the draft is expected to be presented to the city council on Aug. 25; the timing is intended to provide up-to-date information for grant and development decisions. The planner said the study includes some data that are purchased from third parties, such as migration or mobile-device movement data, which are commonly used in contemporary market analyses.
Commissioners did not take formal action on the draft at this meeting; staff indicated further revisions are expected before the council presentation.
