Council clarifies Winterfest workshop outcomes, approves July 10 minutes

At issue was language in the minutes describing the workshop discussion as "the final decision will be that the city will go forward." Council member Hilberg and others said the workshop was advisory and no formal action to commit city funds or adopt a project had been taken. "We didn't," one council member said during the meeting when asked whether a decision had been made.
City staff and the city attorney advised that workshop discussions can include task assignments and consensus-building without a formal recorded vote, but that budget authority and formal project adoption require separate council action. Following that clarification, the council entertained a motion to approve the July 10 minutes as amended and voted to approve item 2b (the minutes) during the consent calendar pull.
Several public commenters said they were concerned that nonprofits and the chamber were not represented at the workshop and urged broader outreach before finalizing event plans. Erin Newington of the Downtown Association said the workshop lacked nonprofit representation; she asked the council to schedule another workshop and ensure broader community participation. "This is a major event for Colfax — we're making a decision without really getting buy-in from the community," Newington said.
Council members said the city will continue fundraising efforts, and staff clarified the city will not obligate funds until a budget is set. "For now, all that needed to happen was tasks needed to be delegated and taken care of," a council member said. The council noted that if fundraising falls short, the city would only provide funds after a separate budget decision.
The minutes for July 10 (item 2b) were approved on the record after the discussion.
